What is the Annual increment?
                Annual Increment is an annual increase in the pay of an employee. Currently, for regular government employees, it is 3% of Basic pay. It is generally given after a qualifying service of 12 months. As per rule 4.9(a) of Pb. CSR volume 1 part 1, All duty in a post on a time-scale counts for increments in that time scale. Also, an increment shall ordinarily be drawn as a matter of course unless it is withheld.
How increment is applied in pay?
                    Suppose an employee is drawing basic pay 13500 that is pay band 10300 and grade pay 3200. Now multiply 13500 with 3 divides it by 100(13500*3/100). Now it comes out to be 405. As we know as per rule 9 of revised pay rules 2009 The rate of increment in the revised pay structure will be three percent of the sum of the pay in the pay band and grade pay applicable, which will be rounded off to the next multiple of 10, So it will be considered as 410. Add this amount in 13500, Now the new basic after applying increment is 13910. The whole procees can be summaries as under:-
Pay Band+Grade Pay= Basic Pay
     10300+3200=13500
Annual Increment=3% of basic pay=13500*3/100=405 rounded to 410.
Now add 410 in pay band 10300 and new pay band will be 10710 and the new Basic pay is 10710+3200= 13910.

Is there any increment will be given if an employee promoted from the post of Junior Assistant to Senior Assistant?
               Yes. As per rule 4.4-A(i) when an appointment to the new post involves the assumption of duties or responsibilities of greater importance than those attaching to the old post, his initial pay shall be fixed by granting him the the benefit of one increment and the grade of the new post. Also as per note there under the pay of the government employee, shall continue to be regulated in accordance with the provisions of rule 11 of the Punjab Civil Service Revised pay rules, 2009.

An employee has joined on 13-12-2011 forenoon. What will be his next date of increment?
                The next date of increment will be 1-12-2012. Because as per rule 4.9-A, the annual increment shall be allowed with effect from the first day of the month in which they fall due.

An employee proceeds on leave without pay without medical certificate w.e.f 12-05-2020 to 28-9-2020. His annual increment due on 01-06-2020. Now when will increment be granted to him and what will be the next date of increment?
                To arrive at the date of increment we have to first calculate the total period of without pay leave in Months and days. So as per the question total period of without pay leave is 3 months and 16 days calculated as under:-

From 01-09-2020 to 28-09-2020          0      0     28

                Total period is= 4 Months & 18 days(because in general month is considered to be of 30 days).
                    Now adding this period in normal date of increment that is 01-06-2020, the date of increment will be 01-10-2020 instead of 29-10-2020. Because as per Note 2 cases in which there is postponement due to employees proceeding on leave without pay which is not counted for increment, normal increment will be granted from the first day of the month in which the postponed increment. Next date of increment is 01-10-2021.

The period that does not count for increments?
  1. Dies Non-period
  2. Leave without pay without a medical certificate
  3. Suspension period which not treated as a duty period.
Can increment be given in advance?
Yes. The increment can be given to an employee prematurely as per rule 4.10. Such a grant should not be made or advised except in very rare circumstances which would justify a personal pay to a Government employee whose pay is fixed.

  2. I am a teacher appointed on 04-08-2017 . Our services are made regularized on 30.03.2021.we have not been granted increment of December 2021? Why?

    1. Because increment is given after completing one year of service in full scale. So you will get increment on 01-03-2022

  3. I was retired on 30 12 2020 after 6month extension given by govt due to covid.My annual increment falls on 1st july.but my actual date of retirement was 30 06 2020.Am i eligible for increment.

  6. I am appointed on dated 15-12-2015 and rules of 15-01-2015 are not applied on me.
    Am i entitled to get annual increment from starting of service
