In today's article, we will learn what is Current Duty Charge in short CDC charge. When the responsibility of a higher post is assigned to an officer when he is currently not eligible for promotion against that higher post then he will hold the current duty charge of that higher post.
Department of Personnel(Personnel Policies-1 branch) of the Punjab Government issued a letter in this regard vide their letter No. 4/13/2015/-3PP1/891189/1 Dated 14-12-2016. You can download this letter at the end of this article.
Few things that should be kept in mind before giving CDC charge to any officer is as follows:-
- It is given against a vacant post on the basis of seniority.
- An officer who fulfills the necessary education qualification for the higher post.
- An officer who completes 75% experience of that higher post.
- It cannot be given without the prior approval of the Personnel department.
- An employee is entitled to pay of the higher post whose charge has been given.
- Annual increment will be given in the substantive post's scale means not in the CDC post's scale.
- If the competent authority has given current duty charge against the conditions of this letter and without the prior approval of the Personnel department then in this case recovery of excess payment paid to an employee will be recovered from the pay of competent authority.
- Pay drawn by an officer in CDC post will not be counted for the purpose of pensionary benefits at the time of retirement.
- Time spent on CDC post shall neither counted for experience nor for any kind of financial benefit.
- When an officer to whom the current duty charge has been given completed the requisite experience for that post then the administrative department should conduct a departmental promotion committee meeting without any delay.
- Current Duty Charge shall not be considered as a promotion in any way.
- If the senior-most officer from the seniority is found unsuitable due to disciplinary action/pending inquiry or due to any other reason then the current duty charge can be given to an employee junior to him in seniority.
- No relief will be given in seniority and educational qualification in any condition.
- If during the period of current duty charge, ACP benefit becomes due on the substantive post then it will be given on notional basis on the substantive post and the actual benefit will be given on returning to the actual post.
- The topmost thing in giving the current duty charge is that it should be given in public interest.
